Please note that our next ICA dinner will be on Wednesday 8 October (The Double
Tree was booked for the first Wednesday. We will learn about the UN High
Commissioner for Refugees – The U.N. Refugee Agency (UNHCR) from Dr. Buti
Kale, a 30-year veteran of the organization.

The UNHCR protects people forced to flee their homes due to conflict or persecution. In
2024 there were 123.2 million such refugees – 73% of them were placed in low and
middle-income countries. UNHCR, with 15,400 staff in 123 countries, supports these
forcibly displaced people and the communities hosting them.
Dr. Kale has worked on issues that range from legal protection, conflict resolution and
humanitarian diplomacy to security management. He has served in Angola, Burundi,
Central African Republic, Cotel d’Ivoire, the Democratic Republic of Congo and Mali. He
has also served in high-level advocacy settings in Ottawa and Washington D. C.. In
Adas Ababa, Ethiopia, he served as UNHCR Representative to the African Union and
the U.N. Economic Commission for Africa.
Dr. Kale has also worked with the Peacebuilding Fund and the UN System Staff
College.
He holds a Doctorate in Public International Law.
